AND talking about law makes me feel productive. I've seen a bunch of FOIA rallying cries and I wanted to let people know how to do it.

Anyone can do it. The point of the law is to make government more transparent, i.e. ANY SC citizen is entitled to access ANY document, etc. (within reason and not exempted) in POSSESSION of a public body.

Any arrest information on Mangus or other Gamecocks that have been disposed of would be more likely to be obtainable as they are unlikely to fit in the "prospective law enforcement" exemption.

You may have to pay the costs of copying, producing, inspecting, etc. the documents but that shouldn't be too much.

I hate to tell you but if that's the case the SC Bar Association will then set your hourly billing rate at $25/hour maximum.

I know you would hate it but, you will lean more about the law on fgf. With all the criminals over there, you would most likely ACE the test after a few weeks of study at fgf.
