ESPN owns the SEC and Fox owns the B1G. ESPN and Fox are ultimately the decision makers in all of this. They can terminate the GOR in 2026. They can't do anything about the ACC exit fee.
I think Clemson, Florida State, UNC, and possibly Miami and Georgia Tech go to the SEC simply because ESPN controls their TV broadcast rights. ESPN doesn't want Fox and the B1G to get into the southeast. don't have any idea where the other teams will go, and really don't care.

But the grant of rights is between the schools and the ACC; ESPN has no influence over that. They can terminate their contract with the ACC, but the GOR would remain intact, right?

If I am right, then the possibility of ESPN canceling the contract in 2027 is scary, if we have not found a way out of the ACC. Then, we would either have to renegotiate with ESPN or go to FOX, and it wouldn't be a particularly favorable negotiating position for the ACC, with at least two of its more attractive programs actively seeking a way out.
