Who and how is this enforced?
Is it self policed?
Who is the genius that's going to start selling j rags marketed as embryo fertilization kits for home use?
Would this include BJs and alan? Cus you cant fertilize an embryo in those ways.
Will this cause an increase in teen pregnancy cus it's cheaper to bang a 3 than to pay the fine for spanking the monkey?
