HR ratings and the super bowl

I'm in a meeting regarding reviews and ratings.
One of the HR presenters just gave an analogy:
You're on an nfl team and make the playoffs: You're a "3" (from 1 to 5). That's your job, that's where you are supposed to be.
Your NFL team makes it to the superbowl: You might be a 4.
Your NFL team wins the superbowl: You could be a 5...but if you are the KC Chiefs..you've done this before--and what if you don't go next year? Are you still a "5" this year?
In a year with no raises and limited bonuses, I guess this kind of stuff isn't surprising--my belief is they are trying to get people to quit in order to avoid mass layoffs and the costs from that.

The comments are about as you would think they'd be when the company has record breaking year and says no raises. I sort of feel for these presenters.

It rewards stagnation.
If they really want folks to leave, and I think they do, why not just say that? They'll lose less money from productivity losses in payoffs, or whatvef they have to do, if they just do that voluntarily.

Usually in no bonus years, the higher ups are super chill about 4’s and 5’a going out because it costs them nothing. Usually it’s the bonus years where the rating determines bonus that they predetermine how many of each rating they have to give out. It’s budgetary and has zero to do with actual performance.
In your scenario, with no budget and forced rankings, I have seen it when a merger is coming down the pipe, and it’s their way of telling the new company who has a seat on the new ship and who gets tossed overboard.

internal company costs were more than they should have been. Oddly, during our none of our quarterly discussions about earnings was that ever discussed, or even mentioned.
We are in a constant layoff cycle--we're a huge company--like 477K employees or something, so I guess that goes along with that. I don't think we are going to be merged or bought, but I could be wrong.
But now I think there is a "layoff fever", and many CEOs think they can cut employees and still keep earnings up. As I've said..what I think is going on, is they are looking for people to quit--"quiet layoffs". No severance, no PTO payouts, no automatic vesting, no WARN notices. Just..."Bye".
It really is the ultimate "FU". No raises, limited bonuses, and then lower your yearly review so that if you do stick around, you can be more easily let go and then its blamed on performance.

It is a rational view of what is happening in an organization, but as a management tool it reduces humanity to a status that promotes dangerous practices. If humans really are widgets, to which an organization gives life rather than the other way around, that organization can treat them however seems most self serving. Prime vs Dabo, sort of.

I have no idea what that means.
"Your NFL team won the Super Bowl last year, so made enough money for a large practice squad. Next year it might not, so the practice squad will be smaller. Who is where, and who gets waived, we'll figure out, but 67 players will come down to 59." That, anyone can understand.
