Presidents can choose to enforce those, or ignore them, at their discretion, just like illegal immigration, and so much other garbage.
Although the waste emissions charge was mandated by Congress, the Biden administration had discretion on how tightly to clamp down.
We are in a post-legislative world these days, unfortunately.

Last I checked, 40+ years into this life, and we've always spent more than we take in, we've always run deficits, always increasing the national debt, always let in illegal workers, always have the same dinosaurs populating Congress, always have the same problems, with nothing ever solved.
You think a totalitarian is a better solution, good luck with that. Dem or pub, they each have provided totalitarians in other places, in other times, under other names/parties. SAME results. Sub-optimal.
Both ideologies are corrupted. BOTH. It's why I, and most people, don't watch the news anymore. Most people are smart enough to know that a source of information (a person even) who tells you only what you want to hear, and a person or source of information that only tells you what you disagree with, is NOT GOING TO INFORM YOU ANY BETTER, whether you like what you hear, or don't? BOTH WAYS, you're misinformed, unless you undertake the laborious process of sifting through both tribal information services. And even then you won't find the truth.
Truth lies in the problems that are never fixed. The common ground. Always seek it and find it, and when you do you see the problems for what they really are, and not what they're spun to be. Since they've never been fixed, no matter who controls what (or everything), you KNOW the truth is something neither tribe freely admits. And then you step back, and it all becomes clear. This is what Americans need to do. Few will, because of human nature.
All large democracies eventually fail. The Reign of Terror grew from the seeds of democracy. The holocaust grew from the seeds of tyranny and totalitarianism, atop the grave of a failed democracy. You get beheaded either way.

Over the past few weeks there have been many posts about Trump's "proposed" tariffs and how they will just increase prices for avg joe. Yet TNet is silent whenever the left raises taxes that will effectively do the exact same thing.
Also, I do not think a totalitarian is a better solution "whatever you were infering". In fact, Trump made the comment last week that he wanted to get rid of every regulation that was not passed by congress. That would significantly restrict the power of the exec branch. That doesn't sound like a totalitarian.
In the example above, if congress wanted to limit methane, they would have to actually put the standards and punishments into the actual law instead of being either: lazy, or wanting plausible deniability to their constituents.

Because some of us (not you) care about fiscal conservatism.
This isn't a tariff, but it's a bad move. It'll take new legislation to get rid of it, though, although Trump can regulate the level of taxation per the bill.
