Who in the world uses an app, on a phone, downloaded from the Google store, and expects to be anonymous?
About the only good use I can think of for the dark web/telegram/etc. is for political dissidents in totalitarian countries/dictatorships/etc. to obtain information from the rest of the world and to send information that is suppressed in their country. Really, that's about it.

Probably 15+ years ago. You get there by installing an app, on a PC preferably, called Tor, or the Tor browser. Only (legit/safe) way you can access it. Think they have a mobile app, but not sure.
Oddly, almost all major news websites have a presence there. You can submit tips anonymously to the NYT I know.
