but this is yet another example of a shooter being confronted before the act, the cop backs down, and the shooter goes on to kill.

Happened in Uvalde.
I believe happened in Florid at Majorie Douglas (or at least the Coward of Broward stood outside as he heard gunshots).

One plausible explanation is that surrounding roofs and buildings were cleared early in the day and perimeter security was supposed to keep people away from those structures. Maybe the perimeter security people were eating Krispy Kreme donuts. There could have been helicopter or drone surveillance of rooftops but field commanders did not react in a timely manner when someone got on the roof _ to remove Trump from the podium and authorize elimination of the threat. Perhaps there were communication issues. Just speculating, outdoor venues at fairgrounds or parks would pose higher challenges.

Regardless questions need to be answered _ and people held accountable for deficiencies.

Was there not an established Incident Command / Communication center (fixed or mobile) with a clearly designated Incident Commander and representatives from all supporting LE agencies?

Were there not pre-established communication coordination and protocols for actions _ including removal of Trump from the stage and or venue?

Were camera and drone technology deployed? Helicopters? How was this integrated with LE in the field?

Were crowd control measures implemented that limited people to authorized locations and clearly identify unauthorized locations?

Seems there could be deficiencies in both planning and execution.
