If they did, they would have to take your money as income, so it at best is a wash.
I have made this point numerous times and will be glad to provide the accounting debits and credits if you so desire.

I have in a blue state, California, temporality for the last 2 months and I haven't seen them, other than in restaurants when paying at times.

it's a generic thing on all check out systems apparently.
For a month or 2 after they go a new system at the ACE Hardware here it would pop up and the girl would say "Sorry about that it's a programming thing, Please just click No"
They got it fixed after a while but somebody from Charlotte had to come reprogram it.
Yeah, I spend too much time hanging out in ACE chatting up the cashier.
