But I don’t think Biden made this deal unilaterally right? Top military officials etc probably have tons of Intel on Blout and determined he was no longer a threat as he has been in prison for over a decade.

Maybe it is Russia who is overvaluing him and think he can be a dealer again while our military knows that he can’t for whatever reason.

I don't buy that for one second. Leadership was pressured by MSM, the woke culture, and all this other crap and made an absolutely awful trade. Just awful. Releasing a criminal of that stature for a feel-good story and "political points" is weak.
