I am biased. But to me that looks like a forearm to the chest. I am going to assume it’s clear targeting because…????

Throwing a forearm is not a football move. Throwing a forearm to the neck area is targeting.

I would say forearms are used to tackle all the time. I still thing it was his chest. Again, I realize I am a little biased. The problem is no 2 refs call targeting the same which leads to all kinds of problems and confusion. This year I have seen stuff way worse not called targeting. I have seen stuff way more innocent looking called targeting

Players use their arms to tackle and ,yes, the forearm is part of the arms. They tackle with the inside of the arms. The outside of the the forearm is not used as a point of contact for tackling.
Plus another player had him in his grasp, when he struck with the forearm.

If he had struck him with the inside of this forearm with his arm extended, it wouldn’t have been called.

Maybe you’re thinking of a different play, because in the play I’m referencing the OSU player’s shoulder hit the Nebraska player’s face mask
Since targeting is defined as forcible contact with the players helmet or shoulder, to the defenseless player’s head or neck area, I thought it was clear
