It’s a federal agency under the dept of commerce, with a head that was directly nominated by Biden.
This is an effed up proposed rule—-I’m surprised your first instinct is to play semantics about who directly proposed it.

agenda' which is trying to eliminate everything fossil fuel related. That includes recreational boating, we've already seen them play a similar game with off-roading. Remember when Tellico got shut down because of a non native fish? Plus, I highly doubt they are as excited about the new Mercury V10's as we are.
We'll start seeing speed limits on lakes, etc. until they kill the fun to such a degree the public loses interest in it.

turning there's no going back, regardless of who is in office. I'm not sure if you recall the Tellico deal maybe 15 years or so back, but those trails got shut down by the Forest Service to protect some sort of native trout. However, at the same time there was a govt. run hatchery releasing rainbow trout that directly competed with the native trout. There was never any connection made between the off-road trails and reduction of native trout. Didn't stop them from going forward with shutting down the trails though.
Similarly, haven't like almost half of the right whale strikes documented over the past few decades been by govt. vessels? So their solution to that is to regulate everyone over 35' speed? I'm sure there's some sort of non profit with an agenda helping to drive this, probably climate change related. In the case of Tellico, it was Trout Unlimited.

if this stupid regulation somehow makes it onto the books...
Side note - can someone please explain the Constitutional basis to where a Federal Government agency has the authority to unilaterally impose a speed limit like this? We have strayed so far from the original intent of the Commerce Clause so as to make a mockery of the Constitution...

The poker run crowd, or the commercial fishing crowd. Both groups have people that are very, very serious about their boats, and have the money/influence to get what they want.
It would be kind of hilarious if this was the catalyst for the unraveling of federal govt. power.

Between completely depleting the resource as well as the terrible amounts of protected bycatch..they are single handedly killing fishing.
And then have the balls to complain when enough rec fisherman get together to have longliners made illegal. Conservation to commercial fishing outfits only means "what they coudldn't catch".
