does the law passage change the ncaa's eligibility rules? if not, what did it accomplish?

The biggest change the CA law made to NCAA

is that it rendered it illegal for the NCAA to interfere. So in CA, the NCAA will now have no authority over issues concerning payments to athletes. And other states WILL follow. The NCAA's main function of governing sports will continue as is, but not over governing individual rights of student athletes.
