Why are refs employed and supervised by the conferences?

The rules are from the NCAA, not the conferences. Seems like they should be employed by and supervised by the NCAA, then you don't have all the concerns about which conference is ref'ing which game, etc. Personally, I don't think there's any grand plot to favor one team or the other, but as it's currently set up, there's certainly room for that possibility. If they're under the NCAA, seems like that would take care of a lot of problems.

My guess is that it's this way simply because "this is the way we've always done it." I honestly don't know of any advantage for having them under the conferences or good reason not to put them under the NCAA. But then what do I know....

its probably to limit ref travel budgets

But with how expansive each conference is now (Miami to Boston, Nebraska to Rutgers, Washington from to Arizona, WV to Texas ) it probably wouldn't be that big of a difference to just have every ref be nationwide.

Everyone always has unconscious bias to some level. Having your paycheck come from a conference can't help that.

Also, That means some conferences refs could be better trained or staffed vs. other conferences.

This is incorrect. Refs are not employees. They are independent contractors.

At first blush, having the NCAA instead of the conferences sounds good. The only problem is the NCAA is such a total screw-up. The current system is bad, but they say better the devil you know.

I fear a third party would creat too much a temptation for corruption., especially with the expansion of betting.
