There is no "decade debate". That's fake news. Years can either be described with "cardinal" numbers or "ordinal" numbers. Depending on which system the speaker is referring to, both are correct. However, 70% of Americans use the "cardinal" system when referring to decades which basically means when the new digit rolls over, it's the new decade. The 70's start with 1970, etc. The ordinal system has to do with the year Zero and counting consecutively since then. That is not the same as the cardinal system of counting. Don't let social media trick you into thinking there is any sort of debate about the issue. Just lots of ignorant people.
