Serious question about eligibility waiver due to COVID

Do players get an extra year of eligibility option even if they play this year due to the COVID uncertainty thing?

If so, could Cornell Powell opt to play again next year and boost his NFL stock?

Pretty sure this year is like a RS year no matter what your playing time is. If Powell continued his breakout like last 2 wks, I assume his highlights won't get better since we have all the injuries therefore he will leave for NFL with his best year and already 5yrs into his college career.
