At what point does the national debt or GDP/Debt have to be before Money Market funds disconsider US T Bills to be cash?

I am not sure that there is a particular number. I think it is a relative thing. Perhaps if the USA's GDP/debt was far higher than the rest of the countries in the world, that might be cause for alarm in that regard.

However, the far more important consideration as far as T-bills are concerned is whether we continue to pay our debts on time. It is a lot like individual credit in that regard. My creditors are nearly as concerned about how much money I have borrowed as they are my history in paying off my debt on time.

As long as America continues to pay its debts on time, the T-Bill will be viewed as a safe investment.
