Why, it is easy to decipher... to convert from ESPN:

+3 if Alabama commit
+2 to any B10 school
+1 for all other SEC schools
-1 for committing to the ACC
-2 for committing to Clemson
-3 for committing to Clemson early and not accepting the bag money from the SEC.
+5 if thinking about playing basketball at UNC. (and yet somehow UNC football struggles to get 3 stars)

I think they're using ESPN'S rankings, which are less accurate than Rivals or 247 annually IMOP.

Just switch to 247 and be done with.

I don't think they're necessarily less accurate. But all of the services have a ton of flaws. Rivals and 247 gave a fictional recruit 3 stars based purely on the fact that they thought Alabama had offered them. But I do think just using ESPN is really stupid. If you have to choose one, you should choose the 247 composite. But really, I think if a player earns 5 stars in one of the three services, they're a 5 star recruit, and the staff here insults them by calling them something lower.

Clemson has signed 7 5 star recruits so far (Bowman, Mayes, Bresee, Capehart, Murphy, Davis, and Simpson) and will sign 8 today including DJ Uiagalelei. They've all earned 5 stars in one of the major services. But TNet stupidly says we only have four total 5 star recruits.

story.. i just read a really good article about it on The Athletic. It appears only Rivals actually rated the fake prospect, but due to Rivals being part of the 247 composite, he got a 3* rating in that on the 247 site as well. It led to 247 changing their policy to where a player can only have a composite rating if they have a 247 rating as well. They also took some pretty big shots at Rivals on twitter. Good stuff.
