I can't envision a scenario where Clemson would spend between $50 million and $70 million on stadium renovations/improvements at this time.

My guess is the BOT and Athletic Department will delay the renovations by at least two years. This might allow time for some minor adjustments to the original plans...

I emailed the Clemson Capital Projects office and this was their reply, if anyone is interested. So there is a chance they’ll still complete the project by the 2021 season.
“The State of South Carolina requires all State Agencies’ capital projects to be completed in two phases, each of which require approval from the Joint Bond Review Committee at the State House. The first phase allows for schematic design and preconstruction, and the second phase releases us to finalize the design and bid it for construction. The Memorial Stadium project is currently in Phase I, and as you suggested, we delayed seeking approval for Phase II so far this year due to all of the financial impacts of the COVID situation. The encouraging news is the project is on the agenda to be presented to the committee either at their next meeting on December 17 or the following one on February 4. So don’t worry, it hasn’t been abandoned! Hopefully the new video board will be in place by the 2021 football season.”
