That should be an A&M interception. Never heard of having to get your toe AND heel inbounds. The dudes toes were clearly inbounds.

If only the toe touched and the foot came back up, then the step would have been inbounds, this a pick. Anytime the entire foot comes down in one motion, then the entire foot has to be inbounds to count. I'm pretty sure that's been a rule for a while.
