1. A&M: everything you've ever needed, yet not a significant accomplishment in recent memory. Will never be the program of Texas
2. Oklahoma State: forever in the shadow of big brother even worse than we are.
3: SCAR: LOL
4: UGA: the perennial underachievers in modern CFB
5: Miami: I couldn't imagine witnessing the fall from grace this program has endured.

I think he means hard to pull for in terms of how difficult it is on their own fan base.
I think you are referencing the teams most easy to dislike.

Because there’s nothing that should be holding them back. They pour tons of money into football and get the list revenue in the country. It’s the eternal promise of big things that never delivers.
