.......a lot of small schools athletic departments? Don't the small schools depend on the big payouts from Clemson and Florida State and others to fund their whole sports program?

Yes -- the small schools will lose some applicants

The colleges will be able, and they will be forced to moderately lower tuitions with less applicants. They will have to sell academics as well as location, sports and social opportunities.

of smaller in-state schools?

The state of SC needs to contribute a lot more to Clemson’s operating budget for us to care about this, especially in a season where we (and all schools) will take a financial hit in football.
