With all the scheduling cancellations and disparities, wouldn’t it be logical to expand for this year only to 8 teams ?
5-Power 5 Champs Highest ranked Group of 5 champ 2- at large
First round games on campus sites
I know. I know. Not going to happen. Just speculating

Agree. Unfortunately, not only to your proposed format, but also to “...not going to happen.” Sigh
It has the best of all worlds: Every conference champion plays. The ‘top four’ earn a home game (win for us fans). The teams like Cincinnati, UCF, BYU, etc. get a shot to prove themselves. And the better conference ‘runner-ups’ get a shot. Plus, you’ve only added one game.
This year it would really make sense. HE L L!, it’s soon going to be COVID20 - why NOT?!

They may have considered it but so many conferences were "not" going to play.

This is also known as the Doug Mack plan and I completely support it. It would work.
