Are we for sure getting him back after ACC Title?
Also, has he been able to practice with the team while being suspended?

It is my understanding he will not be eligible to play until the first playoff game.

Yes...he has been practicing during his suspension.

Here's Dabo's quote;

“If we’re fortunate enough to be in a high level postseason game that’s after the middle of December (he is eligible),” Swinney said. "I think it’s like December 15 or something like that he rejoins the group and be ready to help our team. So hopefully we’ll have something to play for down that road when he comes back.",

The suspension is one calendar year.

I think it was a true one year suspension of 365 days rather than a full year-12 game suspension.
