Well it you divide by number of games:

OSU
Wilson and Olave - 6 a game
Ruckert - 2 a game
Everyone else - 1 a game

Clemson
Rodgers - 6 a game
Powell and Etienne - 4 a game
Galloway and Williams - 2 a game
Everone else - 1 a game

So to your point, OSU is top heavy and has 3 receivers that they depend on, whereas Clemson has 5 pass catchers.
