There is a big difference IMO to storms damaging...

distribution lines and transmissions lines that take time to rebuild versus the major cause of outages in TX, which is poor planning and a lack of reasonable regulation.

Also, most storms that blow through and damage lines that take so long to repair don't coincide with freezing temps. Ice storms that damage lines are generally pretty quick to fix. Tornados and hurricanes take out poles and substations, which take a lot longer to fix.
