That Vice President Pence has all the power when he receives the Electoral Votes, and will choose to send the election to Congress, where President Trump will have the necessary votes to win. This is based on a section of the Constitution I have yet to find, but I'm sure it's there if I look hard enough.

Mo Brooks should not be seated in Congress - not because he is a Republican but because he is certifiably detached from reality. There may be others to consider.
