If my memory is right, the nfl initiated that after TO was tackled from behind by the horse collar and suffered a nasty compound fracture in his lower leg. And the NCAA also implemented it.

The player is in an awkward position with his feet under him, especially with the added weight of the defender. Higher risk of MCL and ACL, fractured tibia and fibula. Player safety. It's been a rule for over 10 years, learn to play the game.
