Sorry, just heard on the radio he was on his way home last night after the game and struck someone on the side of the road whose car had broken down.

Again per radio reports

He was driving in a highway crash killing someone who was outside a vehicle.

No speed/substances involved. Not sure if the person exited the vehicle into the travel lane or if Boeheim left the travel lane.

Apparently, the individual killed was involved in a prior wreck, was outside the vehicle when they were struck by Boeheim. Weather was a likely related issue for both crashes.

there are a lot of cases of people running into other wrecks or stalls on the side of the road. Always seeing trooper dash cam of these. bizarre how other unrelated drivers seem drawn into this.

Yeah

Part of what I did during my time at the best place on earth was DOT-funded work. With that you are trained/taught/ingrained that you keep your eyes at on-coming traffic and assume they are going to veer off. You keep clear of the lane of travel when you can at all times. For those without CE background or even my quasi-CE work, I see folks assume that "traffic" will see/avoid them. That is scary and few take it seriously when I have to fuss about that.
