...in the CFP? Or does the top seed get to pick?

The top seed goes to whichever bowl gives them the best advantage, or doesn't put them at a disadvantage.

For instance, if we were the 1 seed and Southern Cal was the 4 seed and one of the bowls is the Rose, we would play at the other venue.

I think the 2/3 seed game may play into it as well, but only to a certain extent. They want to protect the 1 and 2 seeds as far as a "neutral field" goes.

Suppose Clemson finishes #1 and Bama or Auburn finish #4. Would we have the option of playing them in Pasadena? It seems like playing one of those schools in NO would not be a benefit to us.

I believe the committee makes the decisions, but we would likely have some say in it. That's the reason they don't specifically designate though, because playing Bama in New Orleans would be a de facto home game for them compared to our travel.

When assigning teams to sites, the committee will place the top two seeds at the most advantageous sites, weighing criteria such as convenience of travel for its fans, home-crowd advantage or disadvantage and general familiarity with the host city and its stadium. Preference will go to the No. 1 seed.
