What’s the building on the bottom left corner? Would be across the street from Memorial Stadium and down the hill from the laundry? Looks like a water treatment building?

Yes, a water treatment facility where Stadium Suites (not sure of new name) dorm is now.

The “moat” or “ditches” used to be a part of the plant. The effluent routed through the moat before being discharged to Hartwell.

It’s actually what remains of the Seneca River which was cut off and isolated by construction of the two dikes that held the water from Hartwell out of campus.
