I looked up replay "rules," and the play under review can be looked at frame by frame. The replay officials may also freeze a frame.

real time or whatever. A ball passing through a players hands looks like a catch in a single frame...

I think what he may have meant was that "control" really couldn't be determined frame by frame as you need to see whether the ball is moving independently or not.

He did say that and it shocked me as well. But I think tiger_thom® explained it pretty well. It can be frame by frame but needs to be real time as well. Bobbling catch/toe in bounds needs to be real time.
