When buying/selling a boat, do you pay/charge for the fuel that is in the tank as a separate "line item"?

I had one guy make a lowball offer on the house and he said his wife didn't like the color, so he knocked off $5k for repainting the house. I responded to his offer by telling his realtor that it didn't have a pool either, did he want to knock off for the price of that, too?

They didn't counter offer.
