lunges, but missed the tackle, as Lawrence crosses goal line. Question: Since Browning stepped ob, what happens if Browning had tackled Trevor with his desperation lunge?

Nothing.
He immediately came back in bounds as soon as he stepped out.
It is a penalty if a defender runs out of bounds, without attempting to immediately return, to avoid blockers.
You see that scenario sometimes on punts where the gunners try to avoid the outside guys and go down and make the tackle.
In this case, he stepped out accidentally and his next step was back in.
No penalty and if he had made the tackle it would have still been a legal tackle.
The only other rule about stepping out of bounds other than the one I highlighted above is that "an offensive player who willingly steps out of bounds can't be the first to touch a pass". Defensive players must reestablish their feet in bounds prior to making an interception if they step out of bounds.
There is no penalty for a defensive player breaking up a pass with a foot out of bounds.
