Penalties I don’t understand.

1. Why does a player have to leave the field of play for a down if his helmet comes off.

2. Targeting. If a player gets flagged for targeting he must miss half a game. So if this happens in the first quarter why can’t player return in the fourth quarter.

If you do it in college playoff....you have to sit out the first game of next year. Meanwhile people have graduated and drafted to the NFL and stuff.

1. The helmet is coming off because they wear them loose.

The "leave the game for 1 play" is to encourage them to wear them correctly in which case they wouldn't be coming off.

To stop players from removing their helmet to be seen/recognized every time they make a play.
