But rarely will they move the game currently being played in order to start another game. Usually the new game starts on an alternate channel/online and then moves when the other game finishes.

The ACC (and ACCN) may be a dumpster fire, but this is pretty normal behavior

Well that would point to something being wrong with their scheduling start times. ESPN must have sent all their rejects to run the thing.
