It's obvious what happened

The cop was high, not Sammy. Sammy drove on a curb trying to parallel park to go help the cop, who Sammy feared would lose his job if he was found high somewhere around town. Sammy took the weed and pills from the cop to try to save his career, and the cop angrily arrested him. The cop was not in the state of mind to fill out the police report, and he messed it up terribly. Sammy, still keeping the policeman in mind, decided it would be better if he fessed up and took the blame, knowing that society might be more willing to forgive a 19 year old than a grown man.
